Gediminas Cerniauskas is Professor at the Department of Economics, Faculty of Economics and Finance Management, Mykolas Romeris University, Vilnius, Lithuania. He is also a program director at Health economics centre.He graduated from Vilnius State University, School of Economics, with Master’s degree in Economics in 1980. In 1983-1986 he studied at Lithuanian Academy of Science, Institute of Economics and in 1987 obtained Ph.D. in Economics, Specialisation in Public Administration and Health.
In 2008 he was a Vice-minister and later on – Minister of Health of the Republic of Lithuania. In 2007-2008 he was an adviser to the Prime Minister on health care organization, strategy and reforms implementation.He has extensive experience working as project leader and key expert in transition countries (Azerbaijan, Georgia, Kazakhstan, Moldova, Tajikistan, Ukraine, Romania) and in working with international donors (European Commission, World Bank, etc.).His key qualifications include design and implementation of performance related remuneration schemes for health care services; extensive experience in health policy, health care financing, health system management, public health, social policy, management of change, etc.; development of strategies in health care policy including family medicine; design, implementation and administration of pilot studies in health care organisations, management financing; pricing of pharmaceuticals and health services, remuneration systems development and monitoring; facilitation of discussions on health care strategies and polices; social policy analysis in health and investment planning in health; planning and implementation of relevant training in health care financing, contracting, pricing; project design in public administration; in-depth experience in consensus and capacity building.
